Weber-Morgan Health Department - Out of State Emissions Deferrals

DEFERRAL INSTRUCTIONS AND APPLICATION

Please read these instructions in their entirety before proceeding with your application!


If your vehicle is registered in Utah, but temporarily located outside of the State, you may request an emissions deferral from the Department to renew your vehicle registration. This can be done by completing the application below and submitting the supporting documents that verify the vehicle is currently located outside the State.

If the vehicle is located within 60 miles of a jurisdiction where emission testing is available (section A) then only a passing emissions test from that jurisdiction will be accepted by the department. To find out if you are located within 60 miles of a testing jurisdiction please see the instructions labeled “Section A”. If the vehicle is located more than 60 miles from a jurisdiction where emission testing is available then alternative supporting documents can be accepted. Please proceed to “Section B”

This is a “web-based” process, all supporting documents must be in PDF or Image (.jpg, .png) format and less than 10MB in file size. If your submission of the application was successful you will receive a confirmation email to the email address provided. If you don't receive this email please check your junk/spam folders. Deferral applications are processed in the order in which they are received, no expedited processing is available. Please allow 72 hours to process your application.


***IMPORTANT NOTES***

  • The vehicle must pass a Utah emissions inspection within 10 days of its return to Utah.
  • Emissions test or VIN inspections older than 60 days from the date of submission will not be accepted.
  • Documents that are not legible, complete in their entirety, or have been altered in any way (i.e., redacted, damaged, etc.) will not be accepted.


SECTION A

LOCATED WITHIN 60 MILES OF A JURISDICTION WITH EMISSIONS REQUIREMENTS

If the vehicle is located within 60 miles of an area where emissions inspections are required, you MUST obtain, and attach a copy of the emissions certificate from that program (passing test) along with the application below. To determine how to obtain an emissions test in another state, please visit obdclearinghouse.com/IMSolutions and follow the instructions below

  1. Select "I/M Jurisdiction Report in the gray bar.
  2. From the drop-down menu select the state and jurisdiction in which the vehicle is located.
  3. Select "Generate State Report."
  4. Scroll down to "Contact Information:
  5. Contact the program administration and follow instructions to obtain an emissions certificate.

SECTION B

LOCATED IN JURISDICTION WITHOUT EMISSIONS REQUIREMENTS (MORE THAN 60 MILES)

If the vehicle is located more than 60 miles from an area where emissions inspections are NOT required, you must provide one of the following documents as evidence that the vehicle is located out of state:

  1. A completed VIN Verification Form. A copy of the form can be obtained by selecting the link below.

  2. Active Military Orders showing location.
  3. Valid School Parking Permit. (Note MUST be able to link permit to vehicle owner/Vehicle Identification Number. Proof that permit is not expired is required.)
